Training:

As a career law enforcement professional with 2,942 hours of State of Arkansas certified training, I know with certainty that training is a must. Relevant, reality-based training which challenges the deputies’ critical-decision making skills and places them in ambiguous situations is the only way to mitigate the probability of poor or disastrous outcomes.

I’ve learned, through real-world experience in both law enforcement lethal-force encounters and military combat service, that people placed in stressful, life-threatening situations do not magically rise to the level of one’s expectations, they fall to the level of their training.

I will provide Deputies with a broad range of training to include training which emphasizes that Officer Safety is directly related to good communication skills and the respectful treatment of citizens. Training in topics such as Constitutional law, Arkansas Rules of Criminal Procedure, Arkansas Criminal Code, decision-making, and most importantly Ethics, will ensure that Deputies have the knowledge necessary to make the right call, for the right reasons.

 

Transparency:

It is imperative that law enforcement Leaders are open and transparent. In the absence of accurate information, rumors, speculation, and mistrust fill the void. I believe that transparency begins with a comprehensive review of all policies and procedures. Following this review, and any needed revisions, I will post the policies on the Sheriff’s Office website. This ensures that everyone understands the rules. It holds employees and Leaders accountable and gives the citizen a better understanding of how and why we do the things we do.

 I will develop and deliver a Sheriff’s Citizens Academy will which provide insight into the operations of the Sheriff’s Office. This will create a sense of pride and trust in the Sheriff’s Office and will help build lasting community relationships that will only create a better, safer Lonoke County. 

To confirm that we are being good stewards of the People’s money, expenditures and purchases will be posted on the website so that the taxpayer understands how their hard-earned dollar is being spent.  

 

Technology:

I will deploy innovative, cost-effective technologies to not only make law enforcement services more efficient, but more convenient to the public. An online reporting system will allow victims of crime to make certain types of incident reports (those incidents which do not require the physical presence of a deputy) from the convenience of their home or place of business. By making this technology available, we can reduce operating and vehicle maintenance costs, as well as increase the amount of time available for field personnel to conduct proactive patrol or investigative functions.

I will make procuring / installing Mobile Video Recording systems in Patrol vehicles a priority. MVRs enhance transparency and have been proven to be effective as evidentiary collection tools. They also serve to protect both the citizen and the deputy from possible false allegations. On-going supervisory review of mobile video recordings will be conducted to ensure that proper procedures are being followed and to identify any potential issues which may indicate that additional training needs to be conducted.

 

Teamwork:

Establishing and developing relationships with other local, State, Federal and non-governmental agencies is a requirement. I will collaborate to leverage personnel, training, resources, and knowledge so that the residents of Lonoke County receive the absolute best law enforcement services available.

I will work with local Fire and EMS services, as well as the County Emergency Management team, to enhance community resilience and disaster response.

I will continue to support School Resource Officer programs with additional training to enhance their capabilities to safeguard our children and school staff members.

I will tirelessly support the Wade Knox Child Advocacy Center and the Lonoke County Safe Haven by prioritizing the proper investigation of child sexual assault and domestic violence offenses.

I will partner with other area law enforcement agencies and take an active role in the fight against internet child predators by joining the ICAC (Internet Crimes Against Children) Task Force.

I will increase the size and scope of the Sheriff’s Reserve Deputy program by utilizing former and retired law enforcement officers who possess the knowledge, skills, abilities, but most importantly the desire to continue serving our community.

I will work collectively with area law enforcements agencies and the public to address the epidemic of property theft and to improve stolen property recovery rates. 

I will work with members of the local agricultural community to address the issues which negatively affect their productivity. By instituting a “Farm Watch” Program and Agricultural Crimes Unit, we can reduce loss and build trust with this vital sector of our County.
